Abstract

Freedom of speech has very early become an important aspect of a liberal enlighted society. Today freedom of speech and freedom of expression is recognized as a human right under article 19 of the Universal Declaration of Human Rights and being accepted in international human rights law in the International Covenant on Civil and Political Rights. Article 19 has been amended in a way that it is not absolute but has some common limitations or boundaries like classified information, copyright violations, obscenity, pornography, privacy, dignity just to mention a few.

The origins of the idea of freedom of speech can be followed back to the late 6th or early 5th century BC in the ancient Athenian democratic principles. The idea was also included in the core values of the Roman Republic. In 1689 it was legally established in the Parliament of England through the Bill of Rights which is still in effect today. Also the Declaration of the Rights of Man and of the Citizen dated 1789 during the French Revolution affirmed freedom of speech. And not to forget in 1791 freedom of speech was included in the First Amendment of the United States Constitution.
