Abstract
This Essay surveys efforts to manage transitions in communities that are either losing economic activity in fossil fuels or newly hosting clean-energy projects. Topics include state and federal community revitalization aid, community benefits agreements, green jobs programs, and distributive considerations in regulatory frameworks.
