Abstract

This volume presents, compiled and publicly available for the first time, the travaux préparatoires of the 1954 Convention relating to the Status of Stateless Persons. The Convention's key contribution is defining who is stateless: "a person who is not considered as a national by any State under the operation of its law." This compilation's introduction provides the historical background and summarizes the key debates of the drafting process for the 1954 Convention. The volume compiles the drafting conference's discussions, draft proposals, and Final Act, with index and annex allowing comparison of the provisions across various drafts.
