Abstract

This review explores US Department of Defense cyber posture since 2011, detailing the evolution of US defense cyber strategy and cyber capabilities. It discusses deterrence, norms, and escalation--both in context of US cyber posture and drawing on academic research on these strategic concepts. Finally, it concludes with recommendations for the US defense cyber community on its cyber posture.
