Abstract
This short paper sets out why Uganda's national ID launched in 2014 has not reached full coverage, and is, in effect, exclusionary. Uganda's ID shares that fate with other ID-systems that lack viability, especially in Africa. ID-failures hurt the most vulnerable citizens especially, but they also undermine the trust citizens have in government.
