State Obligation for Ensuring Right to Health during COVID-19 Pandemic in Bangladesh: A Critical Analysis on Private Medical Perspective

Abstract
COVID-19 shows its unrestrained and devastating power in the present world. The Developed countries like the UK, The USA, Spain, Italy, and other EU countries with their well-equipped in medical sector and infrastructure become stressed and suffered from huge date rates. Lack of proper knowledge about the COVID-19, poor management system, huge unaware people, and scarcity of well medical equipment triggered the transmission rate in Bangladesh. Only the government hospitals do not manage the COVID-19 test and treatment for the huge affected people. At the beginning of the COVID- 19 transmission in Bangladesh the government hospitals could not properly ready to cope with this pandemic situation and the majority of private hospitals and nursing homes deny providing treatment to the COVID-19 patients for fear. With the COVID-19 patients, non-COVID patients are also ignored from getting basic medical care during this pandemic. Very few private medical and healthcare centers started COVID-19 testing and proving treatment to the affected patients with an allegation of poor service, high treatment and testing costs, and certificate scams. This paper focused on the government's obligation in private healthcare negligence and mismanagement to ensure the right to health during this pandemic.
