Abstract

The paper provides a number of comments on the OECD's public consultation document on the Crypto Asset Reporting Framework (CARF). The public consultation ran from 22 March to 29 April 2022. The proposed CARF is designed to introduce a system of automatic exchange of information (AEOI) in the field of cryptocurrencies, similar (but not identical) to the automatic exchange of information regarding financial accounts under the CRS. The CARF obliges certain cryptocurrency intermediaries located in participating jurisdictions to collect information on crypto activities by taxpayers resident in other participating jurisdictions. The comments focus on the perspective of low-and-middle-income countries (LMICs).
