Abstract

So-called "conservative" constitutional law scholars endorsed the power of President Obama to override the statutory "debt ceiling" limit in 2011. They reached the right conclusion for the wrong reasons. So-called "liberal" constitutional scholars put forth arguments better grounded in original constitutional text and history.
