Abstract

HighlightsWe consider the problems of optimal location of rescue service facilities (humanitarian or medical aid) and zoning the territory simultaneously with placing centers in case of emergencies or natural disasters. The proposed mathematical models are discrete-continuous problems of multiple covering a restricted set from the E2 with c-circles of the smallest radius. The models can use for justification and making an informed decision regarding territories zoning, the location of an emergency shelter, protective or other structures. The presented material can apply when researching transport-logistic systems with a multi-stage distribution of material flows.

Keywords: Humanitarian Logistics, evacuation, territorial zoning, civil defense system, continuous multiple coverage problem, discrete-continuous model
