Analysis Of Prefectural Government Policies from 2005-2022 Green Financial Policy In China

Abstract

The  Chinese  government  has  worked  to  develop  lowcarbon  green financing to reduce greenhouse gas emissions, and contribute to the battle against global warming ever since the Kyoto Protocol took effect in 2005. This study used data mining to compile more than 7,000 policy documents issued by various Chinese prefectural  governments  over  the  last   18  years  (i.e.,  2005 – 2022)  to  reveal  the development of China's green finance policies. The evolution and structure of China's green finance policy intensity, policy instruments, and object of policy action were analyzed. The relationship between green financial policies and the level of green financial development in each prefecture and city was further analyzed, and the shift in the government 's  focus on green  financial policymaking was illustrated in the context of government reports. The results indicate that (1) from 2005 to 2022, China's  green  finance  policy  has  experienced  two  qualitative  leaps;  (2)  the  policy  has gradually begun to shift from the administrative field to the market and social fields; and (3) the level of green financial development in part of China's prefecture-level cities remains low and has not improved much with the implementation of policies.Therefore, the government should guide rather than regulate.
