Abstract

In this work, we propose the concept of safety, which encompasses risk, vulnerability and resilience, fundamental concepts that are needed to consider when discussing the risks that threaten the communities. We argue that the safety index that we propose captures the most relevant issues about resilience, which is at the core of the RIMCE (Resilience Integrated Model of Climate and Economic), developed in a previous work of the authors. We point out that the social resilience tax, proposed in the context of RIMCE, is an instrumental tool to face the dimension of uncertainty inherent the ongoing climate crisis we face. We show that resilience implies in a direct improvement on safety, which is reflected by the safety index.
