Abstract

This paper proposes robust maximum fairness consensus models (RMFCMs) with finite cost budget to consider decision makers' (DMs') fair concern behavior and the uncertainty of unit adjustment cost. To address this, this paper uses fair utility level based on fair preference theory to quantify DMs' fair concern behavior. Additionally, this paper uses robust optimization method to characterize the uncertainty of unit adjustment cost. Furthermore, the proposed models are applied to the carbon emission reduction negotiation process between government and enterprises to evaluate their robustness. The experimental results demonstrate the high robustness of the proposed consensus models.
