Abstract

Korean Abstract: 북한은 기후변화 대응의 중요성을 일찍이 인식하고 기후변화에 관한 국제협력에 활발히 동참해왔다. 1994년 유엔기후변화협정에 가입하여 교토의정서 체제를 거쳐 현재의 기후대응체제인 파리협정에도 참여하고 있다. 2000년과 2012년에는 유엔기후변화협약에 기후변화 관한 국가보고서를 제출하여 북한의 기후변화 영향과 적응 조치, 온실가스 발생 현황과 감축 계획을 보고했다. 대내적으로도 2019년 ‘국가재해위험감소전략’을 수립하고 관련 법제를 정비하는 등의 노력을 기울이고 있다. 그러나 여전히 북한의 기후변화에 대한 취약성은 매우 높은 것으로 평가받고 있으며, 대북제재로 인해 개도국의 기후변화 적응을 지원하려는 국제사회의 움직임에도 크게 동참하지 못하고 있다. 이러한 상황에서 본 연구는 크게 두 가지 목적을 가진다. 먼저 자연재해와 농업 분야를 중심으로 기후변화의 영향과 북한의 대응 실태를 분석하여 기후변화 적응에 관한 협력의 필요성을 확인하고자 한다. 이를 위해 국내외 통계 및 문헌, 언론자료를 참고하였을 뿐 아니라 실시간 위성 자료를 활용해 북한의 기후변화 영향과 정책 성과에 대한 실증적 증거를 제시하였다. 둘째로 자연재해와 농업 분야를 중심으로 북한의 국제협력 현황을 검토하고 우리나라가 북한의 기후변화 적응을 지원하는 데 국제사회와의 연계를 고려해야 할 필요성과 주요 협력과제를 제언하고자 한다.

English Abstract: North Korea was early to recognize the importance of responding to climate change, actively participating in international cooperation on climate change. In 1994, it joined the United Nations Framework Convention on Climate Change and the Kyoto Protocol and is now participating in the Paris Agreement, the current legally binding treaty on climate change. In 2000 and 2012, North Korea also submitted its National Communication on Climate Change to the United Nations Framework Convention on Climate Change, reporting on the impacts of climate change, adaptation measures, greenhouse gas emissions, and reduction plans. Internally, North Korea took steps to adjust to climate change, establishing the National Disaster Risk Reduction
Strategy in 2019 and revising relevant laws and regulations. However, it still remains highly vulnerable to climate change. Moreover, sanctions against North Korea have prevented international efforts to support climate change adaptation in developing countries from reaching it.
This study has two primary purposes. First, it analyzes the impact of climate change and North Korea’s response measures, focusing on natural disasters and agriculture, identifying the need for cooperation on climate change adaptation with North Korea. We present empirical evidence on the impact of climate change and policy performance in North Korea by using satellite data that observe North Korea in real-time, as well as domestic and foreign statistics, literature, and media reports. Second, we review the current status of North Korean international cooperation, focusing on natural disasters and agriculture, and provide suggestions for major cooperation tasks when South Korea supports North Korea’s adaptation to climate change. We emphasize the importance of cooperating with the international community in this context.
