Abstract

As the Ukraine war amply demonstrates commercial satellites are increasingly relied upon to provide communications, imaging, navigation, and other services to military forces. Most of these satellites are ‘dual use,” that is, they provide services to combatants as well as civilians. This chapter outlines some of the international law of war issues occasioned by this development.
