Critical Review of the Recent Legislative Change to Boost Renewable Energy Development Under the 2050 Net-Zero Pathway in Taiwan
Abstract
In Taiwan, policies and legislations have been proposed to fulfil the net zero target by 2050. The 2050 Net Zero Pathway was announced in March 2022, and 12 action plans were drafted in December 2022 and adopted in April 2023. Subsequently, legislative proposals of the Climate Change Response Bill and Renewable Energy Bill were proposed in April and December 2022 and adopted in January and May 2023, respectively. Renewable energy (RE) is estimated to increase to 60–70% for electricity generation from the current 8% (2022). This study evaluated the effects of this new adopted Renewable Energy Act on RE development. Our analysis indicated that the Act alone cannot provide the support to overcome the barriers and may fail in boosting RE development.
