Abstract

This is an investigation of risk-mitigation instruments for solar deployment, in the context of the International Solar Alliance (ISA)’s quest for reaching $1 trillion solar investment by 2030. It first identifies key risks that could benefit from risk-mitigation. It then examines existing risk mitigation instruments, explores their effectiveness, and investigates how these can be scaled. Based on learnings from these instruments, it finally provides recommendations to ISA on scaling these instruments.
