Willingness and Behavior Consistency: The Impact of Developing the Digital Economy on Citizen E-Participation

Abstract
The success of e-government often depends on the level of e-participation. This study aims to explore whether the digital economy can affect the citizens' willingness and behavior consistency of e-participation to provide reference for the government to achieve e-democracy through digital transformation and further improve governance efficiency. Using Logit regression to empirically test 420 survey data, and this research suggests a model based on the stimulus-response theory. The results indicate that social networks, internet technology and digital media positively affect the consistency of citizens willingness and behavior in e-participation. Government transparency moderates the relationship between social networks and the consistency of e-participation willingness and behavior, as well as the relationship between digital media and this consistency. However, its moderating effect is not significant when it comes to the consistency between internet technology and public e-participation willingness and behavior.
