Abstract

The reform of Biodiversity Harmful Subsidies (BHS) is crucial for achieving sustainability and guaranteeing coherent public action. Since 2020, the French government’s Green Budgeting initiative has addressed harmful subsidies with a focus on six environmental dimensions, including biodiversity and sustainable land use. In this study, we developed through a collaboration between researchers and practitioners an enhanced methodology, better accounting for the impacts of French public expenditure on biodiversity. A total of €27.14 billion BHS were identified in the French 2022 budget. We identify the economic sectors concerned by the potential redirection of public funds towards actions that will be less harmful to biodiversity. We finally identify specific BHS that could be reformed, in each sector in order to meet international requirements.
