A Case Study of Multi-Factor Initial Allocation in Zhejiang Province Based on Shapley Value Method and Nucleolus Method from the Perspective of Urban-Rural Integration Development

Abstract
Rationalization of the distributional value of multiple factors is essential for integrated urban-rural development. The Shapley value method and nucleolus method are applied to study the benefit distribution of urban-rural multi-factor alliances by taking the urban-rural integrated development of Zhejiang Province, an economically developed province in China, as an example. The results of the study show that: 1) The assigned values of the six factors between urban and rural areas are closely related to their corresponding competitiveness. During the period of development competitiveness of both sides from the early stage (α = 0, β = 0) to the end stage (α = 0.5, β = 0.5), the assigned values of the six factors of both urban and rural areas change greatly from the standard values. 2) The assigned values of land resources and energy factors play a crucial role in urban-rural integrated development, and the allocation values of land resources and energy factors are opposite to each other in urban and rural areas. 3) The Shapley value method is used in the initial stages of integrated development of urban and rural areas, and the nucleolus method is applied in the period of deeper integration.
