Abstract

Investor-owned utilities (IOUs) in California and elsewhere have expended significant resources to respond to and prepare for natural hazards.  These activities are often conducted in coordination with first responders and hazard mitigation planners.  Unfortunately, there is no centralized system that contains the location and characteristics of both critical community and electricity infrastructure. We analyzed the hazard mitigation plans of eight tribes and 26 counties in California and developed a data schema to combine disparate data streams of electricity infrastructure, critical community infrastructure, and natural hazard information. We demonstrated the value of consolidating this information by overlaying critical community infrastructure locations with local electricity infrastructure and natural hazard exposure. It is anticipated that the existence of a single GIS-based system containing critical community infrastructure, electricity infrastructure, and natural hazard layers would facilitate greater degrees of communication, coordination, and long-term planning between IOUs, first responders, and emergency coordinators.
