Abstract

This working paper offers a practical guide to streamlined evaluation for community programs. It offers tools and methodologies that support program staff to facilitate cost-effective evaluations. The guide outlines a basic evaluation framework, including evaluation objectives, phases, and standard data collection tools, which can be customized to meet program needs. Practical recommendations are offered on gathering evaluation data, incorporating participant feedback, and defining key process metrics to ensure program quality and fidelity. The paper emphasizes the importance of incorporating stakeholder perspectives and continuously improving program quality throughout the evaluation lifecycle. Appendices include an example program logic model, a logic model for evaluations and a set of pragmatic recommendations for conducting effective evaluations in the context of real-world constraints.
