Abstract

This essay examines the controversy surrounding President Clinton's use of the Antiquities Act of 1906 to establish of the Grand Staircase-Escalante National Monument in southern Utah, putting it in historical perspective against other presidents' use of the Act and what ensued afterward, and examining specific aspects of Clinton's monument proclamation.
