Abstract

This paper explores the potential for a transition toward a bio-economy. It aims to answer how places and governments might maintain prosperity and well-being while supporting the development of a bio-economy. The bio-economy will utilize renewable natural resources with advanced technologies, life science, digitization, artificial intelligence, and prevision systems to produce food and fiber and recycle and reduce waste. This paper discusses the bioeconomy in a historical context. It addresses the techno-economic and political challenges in the transition to the bio-economy. By analyzing case studies from diverse regions such as Denmark, Israel, and Japan, this paper provides insights into how local communities can leverage their unique capabilities to build a bio-economy. Analytically, this paper aims to develop a general framework and practical strategies for fostering innovation, economic development, and sustainability in specific locations, focusing on California's rural communities. To develop a bioeconomy globally in California, this paper suggests integrating the case studies by identifying categories of developments required for the transition to bioeconomy and innovative approaches in institutional arrangements and development collaborations.
