Capabilities Checklist for Mergers with Nascent Competitors

Abstract
This short paper develops a framework for capabilities assessments in merger review. The framework is a complementary filter, that allows merger agencies and practitioners to gain confidence on innovation impacts from mergers. The paper brings a useful contribiution to ongoing policy debates about toughening merger law towards acquisition of nascent competitors and killer acquisitions.
