Abstract
This study uses the multiphase difference-in-differences model to explore how the creation of digital infrastructure impacts urban carbon emissions on the basis of the Broadband China pilot strategy. The benchmark analysis shows that the Broadband China program greatly reduces urban carbon emissions. The mechanism analysis indicates that the Broadband China strategy improves urban innovation capacity, motivates the public to live more environmentally friendly lives, optimizes the industrial structure, and, as a result, reduces carbon emissions in cities. This research provides valuable reference for addressing the dilemma of promoting emission reduction while maintaining growth to achieve the dual carbon target.
