Abstract
Night-time management of urban spaces remains an underexplored dimension of public administration, particularly in developing regions. This study examines the optimization of urban governance through the lens of night-time management in the Zamboanga Peninsula Region of the Philippines. Night-time governance has emerged as a critical aspect of sustainable urban development, yet it remains underexplored in the context of developing regions. By integrating global best practices and local realities, this research investigates the challenges and opportunities in managing urban activities after dark, particularly focusing on economic, social, environmental, and governance aspects. Key issues explored include crime trends, economic activity, infrastructure, energy management, and public safety, with an emphasis on inclusivity and sustainability. Comparative case studies from global cities such as New York, Amsterdam, and Singapore provide valuable lessons for Zamboanga Peninsula's night-time governance. The study advocates for comprehensive policy reforms, including enhanced inter-agency collaboration, infrastructure investments, and inclusive economic growth, aimed at fostering a vibrant and resilient night-time economy. It further highlights the importance of adopting smart city technologies and leveraging international partnerships for knowledge exchange and resource mobilization. This research contributes to the field of urban governance by providing evidence-based policy recommendations tailored to the unique challenges faced by developing regions, particularly in Southeast Asia. The findings offer practical insights for policymakers and urban planners seeking to optimize night-time governance in the Zamboanga Peninsula and similar regions.
