Anticipatory Action to Strengthen Climate Resilience in Africa: Lessons Learnt from an Initiative in Niger

Abstract
Anticipatory Action (AA) provides coordinated mechanism for effective humanitarian crisis management in predictable hazards such as droughts . An early warning system developed with government entities promises timely crisis prediction and response. However, challenges in local-level coordination among implementing entities and national partners persist. This study draws on diverse qualitative approaches to evaluate AA in Niger. The AA pilot project yielded positive outcomes, such as improved access to agriculture production resources, additional income through cash-for-work initiatives, and better health conditions via care kits. The project enhanced local anticipation and response capacities and improved national institutions' early warning systems, though ongoing investment in climate information management. The multi-sectoral response framework of the AA pilot added significant value by addressing diverse community needs and enhancing response coherence through effective collaboration between NGOs, UN agencies, and grassroots organizations. Achieving true integration at the local level however remains a challenge. To improve AA’s responsiveness and effectiveness, increased investment in organizational development and local-level training is essential. Strengthening consultation mechanisms focusing on relevant interventions, and ensuring close coordination among all stakeholders are crucial. Aligning objectives, optimizing operational planning and continuous evaluation after each AA cycle are necessary with coordinated funding packages from multiple agencies recommended.
