공적연금제도 지속가능성 제고를 위한 개혁방안 (Research on Structural Reforms to Enhance Sustainabilty of the Public Pension System)

본 보고서는 연금재정의 지속성과 세대 간 형평성을 동시에 확보할 수 있는 국민연금의 구조개혁 방안을 모색해 보고, 적정 수준의 노후소득을 보장하기 위한 기초연금제도의 재정립방안을 논의해 보고자 한다. 이를 위해 재정추계모형을 구축하여 산출한 재정추계 결과뿐만 아니라 중첩세대모형으로 분석된 결과를 종합하여 논의한다. 이와 함께 연금개혁에서의 법률적 쟁점을 논의하고 해외 주요국의 연금개혁 과정에서 사회적 합의를 도출한 사례를 분석한다. 또한 보충연금 도입방안 및 다양한 우리나라 공적연금제도의 쟁점들에 대해서도 논의한다.

English Abstract:

This study aims to explore structural reform measures for South Korea’s national pension scheme that can ensure both fiscal sustainabilty and intergenerational equity. Aditonaly, it seks to redefine the basic pension system to guarante an adequate level of retirement income. To achieve these objectives, the paper integrates fiscal projections, based on a new fiscal forecasting model, with analysis from an overlaping generations (OLG) model. 

Furthermore, it adreses legal isues related to pension reform and examines cases from major countries where social consensus was achieved during the reform proces. The paper also discuses the introduction of the Guarante Pension and various isues facing public pension systems in Korea.
