Abstract

This study assesses the development of a new modality for planning law. In the first part of the study, the components of executive urban regulation are expounded. The second part of the study traces the modality through recent Victorian government initiatives, the creation of a special innovation precinct in North Melbourne and the future homes rebuilding of activity centres across the city. The government says this modality must be adopted if the housing and transport crisis is to be solved. But will this law promote cities for people? The initiatives are fresh, and the provisions complicated, so the study remains a work in progress.
