Abstract
This paper explores the evolution, global progress, and localization strategies of the Sustainable Development Goals (SDGs), focusing on India with a detailed case study of Karnataka. Tracing the trajectory from the 1992 Earth Summit to the 2030 Agenda, it emphasizes the importance of integrated, people-centered development that balances environmental, social, and economic dimensions. The paper delves into vertical and horizontal localization mechanisms including the Aspirational Districts and Blocks Programmes (ADP & ABP), Multidimensional Poverty Index (MPI), and sector-specific indices like the India Innovation Index. Karnataka’s pioneering models—Avalokana, Data Lake, Amruta Samudaya, and Akanksha CSR platform—demonstrate actionable localization through data-driven governance, youth engagement, and SDG-aligned financing. The work highlights the need for multi-stakeholder partnerships, AI-enabled analytics, and resource mobilization via green bonds, carbon credits, and social bonds. It concludes by reinforcing the ethos of “Leave No One Behind” and the imperative for systemic, inclusive, and localized interventions to meet Vision 2030.
