The EU has had the difficult task of creating new regulations for genetically modified food labeling while simultaneously developing its governing institutions. It is unclear that the resulting policies have produced substantial welfare gains for consumers. What is clear, instead, is that the current labeling policies fail all three standard criteria typically used to justify regulation.
