Abstract

This conference paper summarises the legal tools available to the European Commission to promote democracy in the candidate countries in the course of the fifth enlargement of the European Union. It argues that the use of different combinations of the Copenhagen-related documents during the pre-accession exercise entails variation in possible compliance with the Commission's demands on the part of the candidate countries, illustrating this idea with several examples from the preparation of the fifth enlargement.
