The paper explores succinctly two questions in abbreviated form:
First, how may law, elucidated by the rules of international adjudicatory authority, be a determinant for cross-border circulation of intangible data and communicational behaviour in global computer networks?
Second, why are rules on international adjudicatory authority the starting point for such a determination?
