Abstract

Spanish Abstract: La crisis de las hipotecas subprime ha cuestionado la calidad de los ratings y a las agencias que los emiten. Esto ha llevado a diversos organismos internacionales, entre ellos IOSCO, SEC, CESR y la Comisión Europea, a plantear distintas reformas regulatorias que afectan a las agencias de rating. En esta monografía se analizan las causas por las que las agencias no emitieron ratings con la calidad deseable a la vez que se proponen soluciones regulatorias que ayuden a mejorar dicha calidad.

English Abstract: The subprime mortgage crisis has cast serious doubts on the quality of credit ratings and the agencies that issue them. This has led a number of international organisations, among them IOSCO, SEC, CESR and the European Commission, to put forward regulatory reforms affecting their operation. This paper explores the reasons why agencies fell short of the standards required for reliable ratings and proposes some regulatory solutions.
