Abstract

English Abstract: This paper aims to analyze the participation of Brazil and the United States in the establishment of the international agricultural trade rules under the World Trade Organization. Therefore, this paper is divided into three distinct moments. First, it addresses the regulation of the agriculture trade in the multilateral trading system from the 1947 General Agreement on Tariffs and Trade to the Agreement on Agriculture and the most recent ministerial decisions. Subsequently, it analyzes the positions of Brazil and the United States in the negotiations of the rules governing international agricultural trade under the multilateral trading system. At last, it considers a new agricultural negotiation agenda for Brazil and the United States. The methodology adopted in the development of this research is bibliographic, descriptive and exploratory. In conclusion, it can be asserted that although Brazil and the United States are notable agricultural producers with a high level of international competitiveness, and although they have always been very active in multilateral negotiations on the subject, the initiatives between the two countries in this area are still very restricted. Among the topics with potential fruitful bilateral cooperation, the present study identified: the creation of a “grain group”; the adoption of a plurilateral agreement in agriculture involving the largest agricultural exporters; and the establishment of an “International Soy Organization”, in the style of the International Coffee Organization.

Portuguese Abstract: O presente artigo tem por objetivo analisar a participação do Brasil e dos Estados Unidos no estabelecimento das regras do comércio agrícola internacional sob o âmbito da Organização Mundial do Comércio. Por conseguinte, este artigo encontra-se dividido em três momentos distintos. Primeiramente, discorre-se sobre a regulação do comércio agrícola no sistema multilateral de comércio, desde o Acordo Geral de Tarifas e Comércio de 1947 até o Acordo sobre Agricultura e as mais recentes decisões ministeriais. Em seguida, analisa-se os posicionamentos do Brasil e dos Estados Unidos na negociação das regras que regem o comércio agrícola internacional sob o sistema multilateral do comércio. Por fim, considera-se uma nova agenda de negociação agrícola para o Brasil e os Estados Unidos. A metodologia adotada no desenvolvimento da pesquisa caracteriza-se como teórica, bibliográfica, descritiva e exploratória. Em conclusão, pode-se afirmar que apesar de Brasil e Estados Unidos serem notáveis produtores agrícolas, com alto nível de competitividade internacional, e sempre terem sido muito ativos nas negociações multilaterais sobre o tema, as iniciativas entre os dois países nessa área ainda são muito restritas. Dentre os temas com potencial para uma frutífera cooperação bilateral, o presente estudo identificou: a criação de um “grupo do grão”; a adoção de um acordo plurilateral em agricultura envolvendo os maiores exportadores agrícolas; e a instituição de uma “Organização Internacional da Soja”, nos moldes da Organização Internacional do Café.
