Abstract

As urban development progresses, the necessity for upgrading and expanding key road infrastructures becomes paramount. However, this progression frequently poses challenges, such as reduced traffic capacity and decreased accessibility within the road network. Consequently, effective traffic management during construction periods becomes essential. This study proposes an end-to-end decision-making system specifically designed for managing traffic during large-scale road network construction. The system comprises three pivotal components: traffic state simulation, simulation refinement, and traffic management strategy formulation. The traffic state simulation focuses on accurately modeling operational conditions before the onset of large-scale construction. The simulation refinement enhances the input data utilized within the system, thereby improving the precision and realism of the traffic state simulations. By simulating traffic conditions during the construction phase, this system enables the formulation of targeted management strategies aimed at maintaining traffic safety and operational efficiency throughout the construction period. To demonstrate the practical utility of the system, this study applies it to the Pinglu Canal bridge demolition and reconstruction project as a case study. The results illustrate the system's capability to inform and guide the development of effective traffic management strategies for large-scale infrastructure projects, underscoring its relevance and applicability in real-world scenarios.
