Abstract

This paper provides a narrative review and analysis of the salient features and differences in egovernment and e-business and how different business models can be translated into the design and delivery of e-government platforms. We also analyze their relationship with economic growth and the effective delivery of public services. In addition to reviewing literature focused on the impact of these models on e-government adoption, this study identifies basic 'levels' of e-government growth. Using a qualitative research method of synthesising peerreviewed literature, this paper presents a framework for e-government business models based on fundamental business model dimensions, identifies stages in e-government evolution and correlates those to specific e-government models. We also describe success factors and cases of study in the application of e-government in Philippines and Singapore.
